Is There A Council Of Gods?

Did God create a race of beings that are not angels, but are lessor gods to rule the earth? Is this group of lessor gods God’s counselors, and also part of His family? This belief in lessor gods is based on the scripture verse in Psalm 82:1-7. 

To be clear …there are no gods beside the one and only God of the Bible. There are only angels and humans that have been created. God’s family consists of only those who have repented and received Jesus Christ the Son of God, Lord and Savior.
